the main problem that causes many barriers and obstacle to achieve the control within IT department in any firm is the misconception that board and executive management have. Effective IT governance needs to be a top-down initiative. Qualitative mehtod and Surveys are very popular method in IS.  When we start new topic and them, we can consier a qualitative research using interviews. I think probabley it can be used for an exploratory study easily.
