Frank Farner is the retired administrator of the World Bank Graduate Scholarship Program, the Bank’s largest individual assistance project. Prior to his work with the scholarship program, Dr. Farner served for fifteen years as a Principal Human Resources Economist with the World Bank. He has held additional positions as Advisor in Educational Finance to the Royal Thai Government, USAID and as founding President of Federal City College, the first public higher education institution in the nation’s capital. Dr. Farner holds a bachelor’s degree in government from Pomona College and an M.A. (Education) and Ph.D. (Educational Administration) from Claremont Graduate University.
